It went far beyond the scope of data collected previously by the Ministry of Regional Development and proposed novel categorizations of evaluation subjects that may be useful for other than ROP evaluations. Originality: This study was the first review of ROP evaluations in Poland. It omitted the question of actual evaluation use, which together with evaluation process quality and development of evaluation culture should be a subject of further investigation. Implications: This study focused on quantitative aspects of the knowledge production process (evaluation reports). However, most studies were of limited value as they concentrated on the implementation process, not on the effects and justification of intervention. 236 studies, costing more than 16 million PLN, were completed by the end of 2012. Findings: The practice of evaluation was well adopted in regional administration and has grown rapidly in recent years. Methodology: The quantitative analysis was based on data drawn from documentation of the full population of ROP evaluations completed in 2007 to 2012, which was acquired from 16 ROP evaluation units. The author analysed what types of decisions are primarily supported by evaluation and what functions evaluation serves. The aim was to show how the evaluation practice was adopted in the regional administration within programming and implementation of Regional Operational Programs 2007–2013 (ROP). Purpose: The study concentrated on the process of evaluation of public programs currently implemented with the support of European Union funds in Poland. Key words: public administration, performance, recruitment, corruption, the system of merit As result, set of policy recommendations for increasing the performance and accountability of the public administration in Macedonia, applicable to other Western Balkan countries are offered, as key steps towards democratization and further EU membership. The paper examines the indicators for preventing and repressing the administrative corruption in Macedonia, based on international reports and surveys data, qualitative data gathered from semi-structured interviews, conducted in 2014 for the purpose of Corruption and Organized Crime Assessment report. This paper aims to identify the key problems and risks encountered by the public administration related to: the lack of system of merit, the corruption risks in the public administration and the lack of transparency during recruitment process. The lack of a system of integrity, the lack of transparency during the recruitment process has made the public officials' ex- extremely vulnerable to corruption and different types of conflict of interest. This volume adopts a ‘policy learning’ perspective proposing sixteen different research-based policy lessons to contribute to the debate on policy learning in the case of the EU Cohesion Policy, and beyond. In a period of crisis, research-policy dialogue is needed however, how to make it happen is not easy. In this context, researchers are called to be ‘impactful’, proposing research-based policy lessons that can feed the political debate. This challenge is even more relevant in this period when Europe is showing difficulties to fully recover from the financial and economic crisis that started in 2008, and the following political crisis that culminated with ‘Brexit’. This volume aims to tackle the challenge of a research-policy dialogue addressing the case of the Cohesion Policy (CP), the most important EU regional policy and, probably, the most complex policy in the world for economic, social, geographical, cultural, administrative and legal reasons. Yet, this requires changing the traditional approach to research, academic conferences, publications and scientific workshops. ![]() Having an impact requires to be able to bring research-based knowledge to policymakers moving out of the academic ‘Ivory Tower’ and engaging in policy debate, thus acknowledging the societal role of research. In 2015, the Regional Studies Association (RSA) celebrated 50 years and one of the keywords of this (hi)story is “impactful”.
